EXECUTIVE BOARD MEETING

November 14, 2013

The meeting was called to order by Vice President Frank Elizondo at 6:00 pm. The other members of the Executive Board present were: Sanne Berrig, Julie Dean, Marvin Jones, Secretary Jeff Miller and Treasurer Robert O'Connor. Executive Board member Max Alavi and President Terence Endersen were absent. Twenty-one additional BSRA members and visitors were present.

The agenda for this meeting was approved. The approval of the minutes of the October meeting was tabled because those minutes were not available.

Bay Shore Librarian Debi Gurley-Vilander reported the conclusion of the Summer Reading Program (which included food coupons from In-N-Out Burger), eleven school class visits, and the installation of "self-checkout" equipment scheduled for December.

Julie Maleki, Administrative Analyst from the Third District, reported these construction projects in progress: rebuilding the Bay Shore Ave. restrooms, rebuilding the Ocean Blvd. at La Verne Ave. parking lot, and building the temporary swimming pool adjacent to the closed Belmont Pool. She displayed illustrations for planned signage, two to three feet tall, at Rosie's Dog Beach to replace the orange cones that currently delineate the dog zone. Also announced were plans to repave Ocean Blvd. and Bay Shore Ave in January. A question from the audience led to discussion of removal of the large billboards above some of the buildings on Second St. Secretary Miller suggested that this issue should also be pursued by the BSBA and the Belmont Shore Parking Commission, as it is an issue of the appearance and beautification of the Shore, important to businesses and residents alike. Maleki said she would follow up and report back. She was also asked about the promised ATV patrols on the beach to assist with dog zone enforcement; she will report back. She also announced the application for change of ownership by Panama Joe's and the hearing for the renewal of their entertainment permit on December 10.

LBPD East Division Commander Paul LeBaron reported details of the assaults and robberies in the crime report for October. Two of the assaults were on Second Street, involving alcohol use; follow-up discussions have occurred with the bars involved. One other assault involved an altercation between two individuals and the other was a female pedestrian in the 200 block of Granada Ave. accosted by a male with a weapon, who was scared off by a second woman present. A bank robbery on Second St. was also reported. Of eight residential burglaries reported, seven were accomplished through open or unlocked doors and windows. LeBaron noted the increases in crime coincident with the state's early release of prisoners, but said it is not possible to positively link all of the increases to them. Also discussed were graffiti reporting and removal and the nature and circumstances of a "citizen arrest".

Vice President Elizondo asked for suggestions for future guest speakers. Ideas given were: Long Beach Environmental Services Bureau (disposition of trash), homeless services, animal shelter and adoption, BSBA president, Steve Harvey (Grunion Gazette writer), and a forum for the Third District candidates.

BSBA Executive Director DeDe Rossi announced these events: Small Business Saturday on November 30, Menorah lighting ceremony on December 1 at City Bank, Christmas Parade on December 7, and free parking (two hour limit) at the meters on December 14, 15, 21, and 22.

Parking Commissioner Eric Forsberg reported the installation of "Quiet Zone" signs on St. Joseph Ave, replacement landscaping at the Park Ave. parking lot, and a payment to the library from parking meter funds. Next week's Parking Commission meeting will include a discussion of security cameras.

Secretary Miller announced upcoming costs for the semi-annual non-profit corporation filing with the State of California ($20) and the annual license fee for the web site domain name ($15). A motion was approved to pay these items.

Executive Board member Berrig announced plans to staff a BSRA membership table on Second Street during the Small Business Saturday event on November 30.

Treasurer O'Connor reported the bank account balance is $1,753.

Vice President Elizondo reviewed the motion establishing the Membership Boundary Committee and announced he would chair the committee; Directors Berrig and Jones volunteered as committee members, as did BSRA member Alexis Rabenn.

The meeting was adjourned at 7:25 pm.
